Channel warnings, freezes & bans

When systemic community violations affect a Channel, its owner, and its members.

Platform rules apply inside every Channel#

A Channel can set additional community rules, but it cannot permit conduct prohibited by Cittly. Owners must take reasonable action through available tools against known violating content and behavior. See Channel owner responsibilities.

This policy concerns Cittly's action against an entire Channel. An owner removing a member or enforcing a local rule is a separate community decision.

When Cittly acts against a whole Channel#

Cittly ordinarily addresses isolated violations through the specific content or responsible accounts. Whole-Channel action is appropriate for systemic violations, such as repeated community-wide abuse, owner-supported violations, organizing prohibited activity, or a Channel whose purpose or ongoing use is severe abuse.

A Channel is not automatically banned because one member receives a report or breaks a rule. Uninvolved members do not automatically receive account strikes for membership alone. A severe Channel-wide violation can still require immediate action without prior warnings.

Ordinary systemic violations: three Channel strikes#

- First active Channel strike: a warning to the owner and removal of violating content where applicable. The owner must stop the violating activity and address the problem through available tools.

- Second active Channel strike: a seven-day freeze on new posts and live sessions, with violating content removed where applicable. The freeze does not grant permission to continue abuse through other interactions.

- Third active Channel strike: a permanent Channel ban. The Channel is removed from normal public availability and cannot continue hosting its community activity on Cittly unless the decision is reversed.

A posting/live freeze is not the same as hiding an entire Channel. Cittly may still remove specific content or restrict responsible accounts during a freeze. Do not assume unsafe content remains visible because the penalty is temporary.

Separate strikes and expiry#

Channel strikes are tracked separately from account strikes. Each ordinary Channel strike stops counting toward this sequence 90 days after issuance. An expired strike does not reverse a Channel ban, undo content removal, or end an active freeze early.

A member's or owner's account is handled under the account enforcement policy. Channel strikes are not automatically assigned to every member or to the owner as account strikes.

Owner and administrator accountability#

Owners and administrators can receive account enforcement for their own violations, enabling prohibited behavior, organizing abuse, or evading an enforcement decision. Failing to act on known severe abuse can be part of the assessment. Ownership alone does not automatically turn every member's violation into an owner account strike.

An owner's account ban does not automatically ban every Channel they own. Cittly assesses the Channel's conduct and any attempt to evade the owner's restriction. A suspended owner may not continue managing a Channel through a borrowed account.

Immediate Channel bans#

Channels used to organize or facilitate child sexual abuse and exploitation, grooming, sexual extortion, credible serious violence, trafficking, major fraud, or other severe organized abuse may be permanently banned immediately. Cittly may also act on connected accounts responsible for that conduct.

No Channel rule, fan-community label, paid membership, or creator status can authorize prohibited activity. Follow the child-safety standards for relevant reporting; never redistribute suspected CSAM.

What owners and members should do#

Stop the prohibited activity and follow the enforcement decision. Members can report platform violations even when a Channel owner approves the content. Do not move the same abusive activity to a renamed or replacement Channel.

For an owner-imposed membership decision, first use the owner's available contact tools if appropriate. For a Cittly-imposed Channel freeze or ban, use enforcement appeals. A responsible owner or authorized administrator may submit one formal appeal per permanent Channel-ban decision.

Existing content, privacy, and payments#

Enforcement does not promise to erase every Channel record, private message, or outside copy. A Channel ban is not an account-deletion request. Paid Channel memberships remain an unconfirmed future concept; this policy does not establish billing, refunds, or subscriber benefits.
